Their aim in H.K. was to be permitted

to advertise that the League gives advice

on limitation of families, and the curtailment

of the draft advertisement as had been

suggested in No.1 would not meet their purpose.

The advertisement will have to be translated

into Chinese, so there is not much point in

our considering too closely here the precise

English words to be used in the advertisement -

whether "regulating", "limiting" or "spacing"

families.

As it is clear that in raising no

objection to the Governor's using his discretion

in H.K. to allow or not to allow the adver-

tisement in the light of local circumstances

and prejudices, the S. of S. would have the

very good defence that his policy is on all

fours with that of the Govt. at home: and

I accordingly suggest that the reply to Sir

G. Northcote should be in the form of A. de pack

making it clear that there will be no objection

on the S. of S's part if he decides to permit

the advertisement including mention of the

purpose of the League to give advice on methods

of limitation of families.
